EU Packaging and Packaging Waste Regulation (PPWR) – What UK Exporters Need to Know

The EU's new Packaging and Packaging Waste Regulation (PPWR) (Regulation (EU) 2025/40) replaces the previous Packaging Directive 94/62/EC and will generally apply from 12 August 2026 across all EU Member States. It applies to all packaging materials (including cardboard, paper, plastic and protective packaging) used when placing products on the EU market.


For most UK exporters, the primary compliance responsibility rests with the EU importer, distributor or authorised representative placing the goods on the EU market. An authorised representative is a person or company appointed to manage EU compliance obligations on behalf of a non-EU business. However, exporters should be prepared to provide supporting packaging information and evidence of compliance.


Practical steps to take now


  • Create a register of all packaging used (e.g. boxes, mailers, inserts and labels).

  • Obtain Technical Data Sheets (TDS) or declarations from packaging suppliers confirming compliance with EU packaging requirements, including heavy metal limits.

  • Maintain records showing packaging materials and specifications.

  • Discuss labelling requirements with EU customers, particularly importer identification and batch/lot traceability requirements on outer packaging.

  • Review contracts with EU distributors to clarify responsibilities for packaging compliance and documentation.

  • Speak with EU buyers now to understand what PPWR documentation they will require from you.

  • Ensure packaging suppliers can provide the technical evidence your EU customers may request.

  • Review commercial agreements so that responsibilities for packaging compliance are clearly understood by all parties.

Tip: Even if only one EU customer is asking for PPWR documentation today, expect similar requests from other EU distributors as the 2026 implementation date approaches. Early preparation will minimise disruption to EU sales.
